Edit: I assumed from the way that you entered the stats that it was uninscribable 20/10 (it dropped in either Proph or Factions). Some staves will sell 20/10 uninsc, but this isn't one of them. If it's inscribable, you might get a few plat for it with some work, but it would likely take an age to sell. So it's for the merchant either way.
